Does eBay really hold funds after you sell an item?

So I'm planning to sell my Nikon DSLR on ebay for atleast $500-600. And after I get the money I want to immediately buy a Canon. I've never sold anything before and I already have positive reviews as a buyer.

Technically it is paypal who holds the money - up to 21 days! It will be less if you get feedback sooner.

If it is your first sale the funds will be held for 21 days OR until you get positive feedback (because that implies that the sale went fine and there's no need to hold the money for a refund.)
