You can only select shutter speeds on S and M modes.

Actual shutterspeed depends on the moment, the moment of exposure. The moment you press the button.

But if you ask "What is the minimum and maximum of the 1's shutterspeed. Well maximum probably is Bulb, as is, as long as you press the button it stays open. The minimum? 1/16.000th yup that is pretty short. Shorter then many DSLR"s.

Anyhow your camera has a shutter priority mode, in what you can control how long the exposure is. That way you can do the course tests. For instance a 1/2th exposure to create motion blur. Or a 1/4000th exposure to freeze something.

How quick the actual exposure is depends on the situation of shooting. If you use the flash for instance [then it probably is 1/160th second] and how much light a situation has.

I'm sure that the manual controls are in there somewhere, and as suggested by others they can be found with the help of the instructions. The Nikon J1 does seem to be designed to be more user friendly to people who like auto control than manual control. My own compact system travel camera is an Olympus E-PL3, which is designed to be much more of a manual control lover's camera.

At the same price, you should have bought a dSLR. With dSLR's, they're all pretty much basically alike so that all exposure controls are controlled with the wheel and a button or two. With the hybrid, it's not the same. All we can recommend is to read the manual. I'm pretty sure there's shutter speed control so you're not on a withchunt here so just take the time to get close to Manuel first.

I'm also 100% sure, your photography instructor will require you to bring the manual to class each meeting. He would have a difficult time guessing where the controls are if he hasn't encountered a camera exactly like yours yet.

One quick look at the back of the camera, I would guess the +/- (right on the 4-way rocker switch) would be used to change shutter speed under Shutter Priority mode (which you would set using the menu). I'm not sure if shutter speed can be controlled in other modes though like in the dSLR. The F button (Function?) may have that option but without the manual or the camera in my hands, I can never be sure.
