For what purpose? Do you want a variable zoom scope, or a fixed scope?

The Monarch line of scopes is Nikon's top line, I believe. Pick one that does the job for you… But be prepared to spend more money than you spent on your rifle.

After all, you DID ask for the "best." Next time, give us some more information, such as:

1) the range at which most of your shots will be taken
2) your budget
3) what game animals you're hunting (the scope you use for a deer is not necessarily the same piece of optics you will want to use when hunting wild hog)

That carbine can probably shoot 4" @100 yd or better… With the semi buckhorn that's on it.
Winchesters don't need a carry handle… Nor do Marlins

If you have to… A 4x fixed is enough

Since a 30-30 is BEST used at UNDER 150 yards, no scope should be required.
IF you insist on one though, nothing over 4-6 power is needed.

One thing to think about is if you are going to use traditional round nose soft or newer Hornady LeverRevolution ammo. I would go with the Hornady in 160 grain and take advantage of the somewhat better ballistic curve. If that is the case then Cabela's and a couple others offer near specific 30-30 scopes with BDC reticles. Personally, I like a simple reticle like the Niko-Plex on the Nikon products, that way there's no visual information overload and trying to "think" your way into a shot instead of knowing the rifles performance envelope and trusting your sighting and practice. Even with Hornady ammo I feel a 30-30 is a 150 yard max cartridge. So you don't need massive amounts of magnification, but since 3x9 40mm is pretty much standard issue these days you wouldn't go wrong with it.So, a Nikon Pro-Staff, Leupold VX - 1 or Rifleman, maybe a Pentax (they make a good scope line) would be where to start. You might like the Kronus way of using an etched glass reticle.

Whatever you desire to put on it will work just fine.
