I've heard due to the recoil & vibration etc, alot of lower end scopes are not fit to be put on a rifle of this stature. I've heard about the vortex viper and a model by nikon called the 6100 Elite? Forgot the name. But I'm just curious, but uninformed and led in circlea of trying to research and find other options on the web. Nightforce is an option yes, but only if I have 3500 haha. Any suggestions, please?

The 6100 Elite sounds like a Bushnell model 6500 Elite. Nothing from Nikon, unless its Monarch is worth putting on any rifle.

Vortex Viper and Razor scopes are good starting points. Also, the SWFA fixed power scopes and Sightron SII and SIII are excellent values for the money. The Zeiss Conquest scopes have glass equal to scopes twice the price.

For "high-end" scopes under $1000, IOR has a line of scopes just under $1k, as does Steiner and Swarovski. Also, Nightforce came out with the SHV line of scopes that are very capable at an attractive price point.

I think the Center Point is the best scope on the market at any price. Get a 1-9-40.

There are so many options depending on what you want to do with it.

Also, you can get a good Nightforce scope for $1700, which is far shy of the $3500 you think.

Sightron makes scopes that have superior or equal glass to Nightforce, and also equal or better tracking. They aren't as rugged (hence why they are $850-950, not $1300-1700 for a NF), but you don't necessarily need a rugged scope for shooting paper and steel.

SWFA makes an HD scope that is highly regarded, but they tend to be over your budget. However, they do make a fixed 10x scope at $800.

Just read some of the many reviews of scopes at that price point and look through some yourself. Like I said, there are TONS of great options depending on what you want.

I'm about to pick up a Sightron SIII 8-32x56mm for my next build.

Is this just a theoretical question, or are you looking for a scope for a rifle you plan on buying? I only ask because there are very few situations where a civilian shooter wouldn't be happier with a for a.308. A well chosen combination of rifle and scope can have a recreational shooter reliably ringing the gong at 1,000 yards for what you propose to spend on a scope.
