Yes, it's a good choice. The image quality is better than the standard 18-55mm "kit lens" that is packaged with most entry level DSLR cameras. It also gives you about a stop more aperture for better low light performance and stronger background blur.
I have the Sigma 17-50mm f/2.8 as I wanted the faster/constant aperture at the 50mm end. Not sure how similar the 17-70 is otherwise, but I'm very happy with the 17-50 (and it is in the Nikon mount).
I use it as my primary lens on a D7100, as you need a good lens to get the performance out of the D7100 that it is capable of.
If the beginner knows how to use that lens properly then good. If not, then it's a waste of hard earned cash.
You definitely gain in speed and flexibility but with proper use of the 18-55mm, you should be able to get the same results and use the money to fund a much better lens than that.
A good choice. Medium wide-angle to moderate tele, and at high aperture. If you do sports or wildlife you might want a longer tele zoom as well. I assume you have a Nikon DSLR.
