Assuming you're using a compatible lens I'd start by cleaning the lens and camera contacts.

If in doubt, look in your manual for error codes. On page 330, you will find that FEE means the lens aperture ring isn't set to minimum aperture (commonly f/22 or f/32). Be sure to set the aperture lock on the lens once you set it to minimum aperture.

If this doesn't solve the problem, try another lens. If the other lens works, then you have lens contact issues. Simply removing the lens and reattaching is usually enough to clean the contacts.

Lock your lens to its smallest aperture (highest f number). The FEE error means your camera can't address the full range of apertures.

Set the aperture ring of the lens to the largest number. If there's a lock, put it to on. Control aperture size through the camera body (using the wheel).

My Nikon D90 has the same error code, and the same Problem and Solution. Apparently Nikon has been diagnosing this since at least 2008.
