Good beginner photographer cameras? Cheap-ish?

I want to get a really good camera because I'm interested in photography. I want clear pictures. And I love cool effects and filters. What is a good camera brand for this? I was looking into Nikon but I'm all for looking into other brands too. Also, a camera that isn't insanely overpriced. Something somewhat cheap but not cheezy - cheap. Thanks

Added (1). I love those kind of cameras but they are very expensive. Does anyone know of anything similar but cheaper?
