Would the paparazzi be able to get good quality pictures if they used cheap DSLR cameras?
When you see the paparazzi they always have "Top spec" cameras.Such as the Nikon D3s etc
If you gave them a cheap DSLR camera… Such as the Canon 1100d or the Nikon D3100 would they be able to get the same results

In my terms, there's no such thing as a cheap dSLR. Even secondhand ones are costly to me. Add to that the fact that it's the photographer that dictates more on picture quality. Give them a cheap 6MP camera and they can attach to it a 1000mm lens. Tell them not to use large flashes and they'll bring a generator with floodlights. Paparazzi knows no rules. It's the value of the picture that's most important to them. It doesn't matter if they use a Dora the Explorer talking toy digital camera to get the shot as long as the picture sells.
Yes, they probably could. In the hands of a good photographer, any camera can get a great picture from it - even a disposable camera from a pound shop would do a great photo in the right hands.
They could certainly get a good picture from a cheaper DSLR, even using the built in flash. They may not get exactly the same results, but a good picture nonetheless.

They typically use 70-200 mm f/2.8 lenses and an external flash in low light
In 2000, they were using either 35 mm film or a 2 mp to 4 mp sensored dSLR. Their image quality did not suffer.
