What settings on my dslr to get this kind of photo?

image how do you get this kind of shot? I have a nikon d60 and i want this kind of effect. I know the one who posted this pic doesn't do editing so its all in the cam. Please Help.

Added (1). I know its the aperture but how about the lighting. This was shot somewhere. The photographer used a s peedlight i guess. Is it because of the speedlight. I have one. But what settings should i do to my cam?

In the macro setting manual large f stop (low number) Play with the speed the dog is slightly out of focus and the light source is very out of focus

You want a shot that is blurred from camera shake/subject movement?
I do not see evidence of a speedlight being used. The rim light is from the light source in the bg and side. It is difficult to tell what those lights actually are, but it looks like a reflection on water as well as the lights themselves. They seem too big to be regular Christmas lights, but you could duplicate the effect with Christmas lights.
Use aperture priority at the widest aperture in dark conditions will probably do the trick. The further away the light source is, the more out of focus it will be. Slowish shutter speed to get some movement, some useless tilt in the composition, and there you go.

Are you looking to achieve the bokeh in the background (the roundness of the lights that are out of focus) and/or the glow of the lights? Or do you actually want the look as a whole? To achieve the general look of this photograph, all they did was open their shutter too long and use only available light at night. The problem is that because the shutter was open too long, the dog is showing "movement" blur in what is supposed to be a still shot. It's not actually a good shot at all.

Just leave the aperture open too large for too long.
