What kind of camera does this?
On the movie A Lot Like Love the photo she takes on the bridge of a couple that she has up in the gallery, my? Is what type of camera does that?
l am looking into getting a Nikon d3100 or 3000 would that do it, like city lights bubbled in the background.
Any examples would be great…
Sure, both the Nikon D3100 or D3000 can do that as well as ANY dSLR.
What is important, is your abilities as a photographer? What lens do you think was used. Do you think that maybe a fast lens was also used?
Study the image and try to figure that out as well other conditions that the photographer used to produce such a shot.

If so, that's called bokeh. Essentially, any camera can do it although it's harder to do with some more than others (especially with point-and-shoots because their sensors are so small).
The Nikon D3100 and D3000 are perfectly capable of doing it though. Just remember these four things you can do to maximize the bokeh "effect."
1) Use the widest aperture possible (lower f-stops)
2) Use a longer focal length
3) Minimize the distance between you and your subject
4) Maximize the distance between your subject and the background
Manual focus also comes in really handy for bokeh.
Not the camera. It's the lens. Get the lowest f/numbered lens you can afford for your dSLR.
