What do I need to capture light and people in photography?

I currently have a Nikon D5000 and 35mm f1.8g lens, and I'm wondering wha I need to shoot photos such as this:

People's faces go a bit blurry when I have tried before?

My guess is you did not use the cameras flash set to the rear curtain setting
Try that

Try learning to use the camera and lens PROPERLY before you start attempting things like that…
once you know what you are doing, then you can experiment…
