Thats your max.flash sync shutter speed when using a flash

It's called flash sync speed and that's correct. What ever that sync speed is, usually 1/200, that's where the camera will stop because after that the shutter and flash can't sync to each other.
When they don't and I've seen this on film cameras, half the shot will be lit the other dark.

I have two Canon dslr cameras and they're exactly the same, 1/200.

Enable high speed sync, it should be in the menu. Search your manual's index for "high speed sync", or download one from Nikon's website.
