Nikkor 55-200 mm vr lens?

I just bought the nikkor 55-200mm lens and I wanted to know if the noise the VR makes is normal? Its like a screeching sound, kind of like a dog whistle and it only goes on when i have the VR on. I'm using the lens on my d3100.

Is it stabilizing the image? If it is, it's normal.

When I use that same lens on my D3100 it's absolutely silent.
