Need tips for taking good low-light pictures with a nikon d3200?
I recently bought a Nikon D3200 and am currently new to the photography world. I was experiencing the camera in different light situations but when I came to a low light area or room, the pictures would come out: 1- brighter than what I wanted it to be, taking out the dramatic low light I wanted and 2- came out all grainy with a lot of noise. So how do I set the apertures and shutter speed and modes? Or should I change the camera? Because I wanted dramatic low light pictures taken w/o flash so any tips to shooting those kinds of images would be grand.

What that should show you is that if you have the skills using the camera, the D3200 can possibly produce even a better low light shot than the one above
The Nikon D3200 is capable of excellent low-light images, but you are definitely limited by the kit lens. The kit lens has a maximum aperture range of f/3.5-5-6, and is great for learning and for most outdoor situations. But for indoors or other low-light non-flash situations, you need a "faster" lens with an aperture of f/2.8 or f/1.8.
My two favorites are the Nikon 35mm AF-S f/1.8G and the 50mm AF-S f/1.8G
