Is there a camera that is DLSR can shot video focus and blurr?
Is there a camera that can focus and blur out the background that isn't a DLSR while taking an HD video? I don't want to pay the price of the Nikon D3100 if I can find this feature on another camera! Btw what is this setting's technical term?
Even if you bought a DSLR you still would not get the desired effect as that's to do with a combination of the sensor and the lens in about a ratio of 25%:75%.
No camera cheaper than a DSLR is going to accomplish that effect, you can buy a high quality video camera that will but that'll be much more expensive than a DSLR. The effect you're looking for is a combination of a wide aperture lens and a large sensor.
The further zoomed in you are the more your background becomes blurred, but only if you have a wide aperture lens (F/2.8 or wider preferably) and a large sensor (APS-C, APS-H or full frame).
If you bought the D3100 you'd need to spend more money on a lens like a 50mm F/1.8 or 35mm F/1.8 to achieve the desired effect. But you shouldn't record video with a DSLR anyway - you should have a video camera with a CCD sensor designed to record video. The CMOS sensors in DSLRs encounter many problems in video mode, such as: moire, rolling shutter, pronounced CA due to unresolved details.

Olympus PEN-series can do this. They have a dSLR sensor, but actually they are not a dSLR.
Take a look at Olympus E-PL3, Olympus E-PM1, Olympus E-P3.
