I'm planning to sell my Nikon D5100, but is 1, 700 considered a bad amount of shutter counts?

It is very, very low.

Nikon stress tests the shutter to at least 100, 000 cycles and you will NEVER put your cameras shutter through that kind of intensity.

I have an old Nikon D100 with over 200, 000 shutter cycles on it with NO problems at all.

High shutter cycle counts is really only a place to start when negotiating the price you pay for a used camera.

It's still new.

Your camera is rated up to 100, 000 shutter actuations. 1, 700 means you hardly used it. The next user will be extremely lucky. Demand a high price but not so high you'll drive potential buyers to get brand new instead.

There are still some people looking for that model. Just one came asking about it yesterday or the day before that. I'd say $375 to $400 wouldn't be bad at all.

1, 700 shutter activations. That's a few football games, maybe 20 gigs, or about 50 "photo studies". I'd say that's pretty low!
