I have my nikon d3100 for 1 year and 3 months now, should i upgrade to the nikon D7000?
Are you at the point where you can use your fine D3100 intuitively in the full manual mode?
If not, spend more time with your cameras and spend any extra money you have on a second or third lens.
What's not in the D3100 that's hampering your shooting that you think the D7000 can solve? If you know photography, you can get the same picture whatever camera you use. It's simply a matter of knowing what to do and getting the right equipment to make you do it more easily. When you can pinpoint what the D3100 is missing exactly that keeps you from getting the shot more easily then that's the time to replace it. Otherwise, you replace when the camera gets old and broken.
I personally would rather spend the money on a flash or another lens, but to each their own.
