I have a D70 Nikon Camera and was wondering how do i change the aperture setting?

It is in the manual that came with the camera or if you do not have the booklet, you can find that information at online books or at your libarary where they keep the really big books that delve far more into the use of your camera than the booklet.
Use the mode dial on the top of the camera and put it into the "A"perture priority program. Now when you turn the adjustment dials on the front and back of the camera near the shutter release it'll change the aperture setting.
I would suggest that you download the manual for the camera as this is extremely basic knowledge for operating such a camera.
