By setting the correct shutter speed to freeze the movement and the correct aperture/shutter combination to get correct exposure.

Basically knowledge and skill.

It depends on the speed and direction of motion. I shoot race cars all the time between 1/30 and 1/1, 250 all the time without blur. With All shutter speeds, you need to pan in the same direction as the motion, unless the subject is coming straight towards you. With the higher shutter speeds, you will have better results with getting a sharp subject. With lower shutter speeds, you will get a blurry background and it is harder to keep the subject sharp.

For human motion, you can probably freeze any motion with 1/500. You may have to open the lens up to the max, which means accurate focus will be more critical. You may also have to go to higher ISOs to be able to use a faster shutter speed.

On a clear, sunny day, you can start at ISO 200, f/5.6, and 1/1, 250, and make adjustments according to your results and according to the meter reading.

To take pictures of fast-moving objects, such as sports, raise the shutter speed on the camera in Shutter-priority mode.
