What's the best setting of taking pictures inside a circus with the Nikon D3000? When I take pictures of concerts or at events my pictures come out too blurry and has too much noise. Does anyone know what's the best settings, ISO setting, and white balance?

You are talking about VERY difficult situations - low light and much movement. You will have to make compromises - high ISO and large aperture will give you noise, but hopefully less/no blur. You can always improve the results later with a noise reduction program.
Shoot RAW, then the white balance can be dealt with easily in post processing.

Your problem is that you obviously know nothing about how a DSLR like your camera works. The only way we can tell you what settings would be best is if we can see the exact lighting conditions you will encounter… And obviously that is impossible. Instead of asking ridiculous questions like this, take a beginner's photography class and learn how to really use your camera. Then you will understand enough to get proper exposures and better photos no matter what conditions you run into. If you do not want to spend the time to learn how to use your camera properly, sell it and buy a point and shoot. They have lots of settings to try…
