Use larger focal lengths and and the largest aperture you can.

Set you camera to "A"(aperture priority) or "M"(manual). Then take your command dial and hold the button that shows a +/- on the top of the camera. Scroll to your fastest aperture which is probably between f3.5 and f5.6. Make sure your subject is closer than 15 feet however or the effect won't work. If that doesn't do the trick go to your local camera store and purchase a 50mm f1.8 lens and repeat the steps with the new lens on. It will work guaranteed 100%.

The faster the lens (higher f-stop or aperture number) the more the effect happens because your focal plane becomes narrower. It won't work well in full auto modes because your camera does the exposure work for you.

Please buy and read a book called Understanding Exposure. It explains basic things about photography you clearly don't understand.
