The D700 is defiantly the better camera for a variety of reasons.

The 80-200 mm f/2.8 is an older lens but still used by many professionals as their lens of choice in that focal range.

If you are an experienced shooter, VR is not something you will be using all that much unless you work for a magazine or newspaper. It is just too easy to use the guidelines in either user manuals to assure good steady shots. Usually photographers shoot at high enough to prevent any blur caused by camera movement.

Best combo will be Nikon D7000 + Nikon 70-200mm f/2.8G ED-IF AF-S VR

Best combo based on ranking

#1 Nikon D7000 + 70-20mm F2.8 (Lens is very sharp and VR helps you to get sharp handheld shots)

#2 Nikon D5100 + 70-20mm F2.8 (Nikon D5100 and D7000 shares same sensor)

#3 Nikon D7000 + 80-200mm f/2.8D ED AF (No VR )
