Best cheap camera good for videos and pictures?

and i'm sure cheap things: not work proper for long term So buy Sony or Panasonic only
I don't see why the F3 should be any better or worse for video than the D3200, but for still photographs the D3200 will be much better. The viewfinder makes composing and taking photographs much easier.
Actually there isn't a perfect video and stills combination. Camcorders take lousy still images and DSLRs don't make great video cameras.
Video on DSLR means non-existent or lousy autofocus, usually with the camera sounds coming out on the video. There's no proper power-zoom or camcorder effects like fade. White balance on video is often far less than optimal. Zooms are usually limited.
Video cameras usually don't have enough resolution for stills, and those few that do have very small sensors, so the stills images suck.
TO get the best out of both video and stills you really should use separate video and stills cameras. Anything else is a compromise. If you really must have one tool for both jobs, a camera which takes an external microphone is the best compromise because at least that reduces one of the biggest gripes with video on DSLR cameras, which is the camera noises coming through on the video.
I believe that both of those cameras do have external microphone support, so it just comes down to the choice between a DSLR with a viewfinder or an EVIL camera without, where I would pick the one with the viewfinder every time.
