DSLR Camera, which to choose?

It's obvious that the D5200 is the better camera. Whether you would need or use the additional features is up to you. Since the "best" camera is determined by one's needs, and the fact that you didn't state what those are, it's not possible to state which camera to go with. However, the D5200 would allow you to get more shots, more consistently in a larger array of shooting situations than the D3200. Therefore you will be less likely to need to upgrade in the coming years. This would allow you to put more money in getting better lenses. The lens is the most critical aspect of the camera. A great lens on a D3100 will produce better image quality than a poor lens on a D4.
The D5200 and the D3200 are near the end of their life cycles and will more than likely get replaced within the year.
From those 3, D5200 is better, but if you push your budget a bit more, you can get D3300 with better tecnology, better sensor and processor, same sensor that been used in d7200.
Set a budget and buy the most expensive you can afford. Don't worry about picture quality. It will be the same no matter what camera you get.
