Added (2). I myself have a Nikon D5200 amateur camera, but I was wondering, while I would make such a picture like below, it won't come out the way it shows here. Do they use certain camera settings or is this sort of 'grey' effect all photoshop?

I agree with keerock, that is an HDR photo which has gone wrong. It's over processed, not something to be emulated.
Photoshop can do HDR, but there's dedicated HDR software too, like Photomatix, or DynamicPhoto HDR, Luminance HDR (which is free). HDR photos are made by merging multiple bracketed exposures (3 or more), and then tone mapped to give the effect you desire. Whoever made that one is unskilled in the technique, it's awful. Would pressing Ctrl+U in Photoshop and adjusting Saturation do the trick for you? That picture looks like a bad HDR gone wrong. There are apps that do this kind of HDR. One is Simply HDR, for either the PC, Mac, or iPad/iPhone. There are others. But as you can see from this photo, it can easily be overdone to the point that it creates an unattractive photo.
