What is a really good camera for photographers? With a limited budget?

With a limited budget, take a look at the Nikon D3100. Should be about 350 - but its a good way above little pocket cameras.

A point and shoot camera is the cheapest option for digital. Although they aren't that good, most will take decent photos if you know the limitations of using a point and shoot camera. If you want to get more serious, then any entry level DSLR or mirrorless compact system with interchangeable lenses - to save money you might want to consider a second hand/used camera.
If you are willing to shoot film, then you can pick up a used 35mm SLR for under $100.

Canon

If budget is very limited, get at least a Sony Cybershot compact. From there, work yourself up to a Fujifilm bridge, a Fujifilm or Pentax mirroless, then a dSLR.

Everybody has a limited budget. Where is your particular limit?
The Canon 70D is an excellent camera coupled to the EF-S 15-85 lens. That is what I bought with my "limited budget" and I'm very happy with it.
