What are tele converter and how to use them, i have nikon d3100 camera can i go for a teleconverter?

A teleconverter goes between a lens and your camera body and multiplies the focal length by a certain amount.
So let's say you are using your 18-55 f3.5-5.6 kit lens and put a X2 teleconverter on it, you lens will effectively be a 36-110mm lens giving you more "reach" but there's a cost to that reach in terms of loss of light. A typical X2 teleconvert results in a loss of 2 levels of light.
You'll need a teleconverter designed for your camera and not all lenses can use a teleconverter. Some teleconverters (the cheaper ones) don;t have any of the wiring that allows the camera to talk to the lens so you lose auto focus and a bunch of other things so be careful what teleconverter you choose.
Teleconverters come in three versions.
1.4x, 1.7x and 2x
They are designed for use on telephoto lenses with lens apertures that are f/4 or larger.
They all eat light, so for instance if you place a 2x teleconverter on a 300 mm f/2.8, the amount of light reaching the sensor is equivalent of a f/5.6, 600 mm lens
