Nikon d3200 won't let me select set picture control?

Its like it color grey and tells me that it can't operate in selected mode

Well, get out of IDIO… Err… AUTO shooting mode (you have no control whatsoever) and use one of the following shooting modes instead…
P (Program AE)
S (Shutter Priority)
A (Aperture Priority)
M (Manual)

READ about them in your Reference Manual.
Also, check out the 'Available Settings' chart near the back of your Manual. It shows you which settings work in each particular shooting mode.

Go to the menu and look for the Reset item. You will want to turn all settings back to default or when it just came out of the factory. Read the manual and read again before changing any setting next time so you will know how to put it back properly next time.

Some options do not work with some modes. That is normal. Again, it's in the manual on which works with what. If you want to control all, use Manual mode but that would mean you will have to learn photography first.

The full Auto and also some scene modes will lock out some of the custom user controls.
