I wanted to buy a DSLR camera so i decided to go with nikon D3200. Would you recommend any other camera at 24mp and around 400$? And which brand is better nikon or canon?

Only the Sony A65 because of focus peaking which massively helps with manual focusing and its large 2.4mp OLED electronic viewfinder. I'm sure you'll be delighted with your Nikon.
Best brand? Nikon for low light at present; I still like Canon for color, sensible menu strucure and the back control wheel, and Pentax for low contrast atmospheric shots.

Nikon D3200 itself is a great choice. Go for it and you won't ever regret. Trust me.

Skip the D3200 and D5200. Megapixels are not a measure of image quality, never has been, never will be. It's camera company marketing used to sell more cameras, and you fell for it. Actual image sensor performance and features that you will use are more important.

If you go with Nikon, stick to the D3100 or D5100. A better choice is Sony's A57, and the best choice in the same price range is the new K 30 from Pentax, it will crush the Nikon D3200 in low light.

When you get extra pixels, you have to pay a price for it somewhere, and in low light is where you will pay with extra noise. DxOmark ratings for sensors also must be interpreted properly. You need to dig into the info to get the real numbers, DxOmark.com puts up print numbers, not the real image numbers. So be weary of people pointing to that data.

If you like the D3200 go for it!

As for best brand, i'll loosely say Nikon have better flashes, and a high ISO capability and Canon have better colour to their photos. At the end of the day they are very similar and each make very nice cameras. I often use both and they each have pros and cons. It's just your personal preference.
