I guess the above is all i want to know, can i take a night photograph with Nikon Camera Lens - AF 70-300mm f4-5.6G Lens. If not what is a lens that i can take night photographs with that is under $200

Sure but there are not many night subjects that lend themselves to being shot using a telephoto lens.

Use you 18-55 mm at 18 mm until you can hone your night shooting skills.

If you are really asking about shooting night sports, then no, that lens is far too slow. For that you need to use a lens that has an aperture of f/2.8

Yes but you will need a tripod to prevent shake on the long exposures needed.

Yes, why not? You would most probably use a tripod to steady the shot during long exposures (like for shooting stars). For shooting people, the wider end (around 70mm) would be better near the minimum focusing distance of the lens (6 feet?) using flash. For further distances (up to around 12 feet maybe), you will need a more powerful external flash. For very far subjects, no flash will be enough so that means you can't use it for night time football and such.
