If you can't look at All the alternatives, and work out which is the best for you, you have no business owning a DSLR.
Neither is better in picture quality because picture quality comes from the lens and the user. The body is just a box that holds the sensor. Sure the body affects dynamic range and ISO performance, but that's it. Clarity, sharpness, distortion, CA, bokeh, everything else that can be considered as descriptor for image quality is due to the lens used and the choices made by the user. Put a great lens on a D3100, and it will have better image quality than the Nikon D4s with a low-quality lens.
You should be thinking of the body in terms of its controls and performance that you can use to make the type of photos that you need to make in the shooting situations that you'll be in. Are you shooting portraits or weddings? How about sports and wildlife? These types of photography have their own set of requirements and challenges, and therefore the best DSLR will be different for each one.

For video, I'd do a search on youtube comparing them so that you can actually see the video. The T5i is two years older than the Nikon D5500, so it's outdated sensor is being surpassed by Sony and Panasonic. Currently, Sony and Panasonic have the best digital cameras for video easily surpassing the best from Canon (old stuff) and Nikon (newer just not as good).

They are very similar cameras and neither is best. However, if you compare the features, go hold them and compare how they feel to you, look at and play with the controls, compare how the LCD screen looks to you, then one of the cameras will ALWAYS seem better than the other to YOU.
