Will the SIGMA 70-300mm OS VR Vibration Reduction work on my Nikon D60? I need it for fast paced boat racing that is far away. WOuld this lens work? And Auto focus with my D60?
If it has the correct mount I suppose so. Many third party lens makers do this for Nikon, Canon and other dslr makers. I have a Tamron lens that has a Canon EF mount and it fits and does auto everything on my Canon dslr cameras.
Just make sure that it is built for your camera and it should work fine.

You can read my answer on your other question, but don't expect too much @300mm if you are far away.
This photo was taken with a D70 using a Nikon 70-300mm @ 300mm. I was in a boat just outside of the race course, about 200ft away. If you are on shore, 300mm may not be sufficient.
The pros used helicopters that day to photograph the race.
