Nikon Marco Bellows will not fit
If it's a Nikon bellows, your D70 should fit without any problem. The bellows goes between the camera and the lens. You will need a lens with an aperture ring to be able to control aperture size otherwise if you use a G lens, you will be limited to the minimum aperture size.
? Surely a Nikon bellows will fit any Nikon SLR or DSLR? Are you really asking about tripod mounts?
If you are quoting "inch" measurements that does not sound like Nikon. The measurements for any Japanese brand, or in fact in most parts of the world, would be in millimetres.
Maybe best to take all the items (camera, bellows, etc) to a good photo retailer and ask for advice.
I'm guessing that you can't mount the camera because it won't turn and lock. The mount on the Nikon PB-6 bellows that I have will rotate 90 degrees to allow for portrait and landscape configuration. If it's set wrong and you didn't know of this, you would think that the only way to mount a camera would be with an extension tube. There's a button on the right side that pushes forward to make this adjustment. With this configured correctly the camera will mount, otherwise it will not. Hope this helps.
