AF-P DX NIKKOR 10-20mm f/4.5-5.6G VR is the one I'm planning,

The Tokina 11-16 mm is my first choice, but costs around double the price

Will I be missing out on something

Added (1). This is the Tokina

This lens is a VR and my cousin likes that feature on his other Nikkor lens.
Does the Tokina have that? No.
This lens is an F4.5, while the Tokina is an F2.8. But I don't think you would use either one wide open most any time with fast electronic sensors these days.
The Nikon has 3 aspheric lenses, how about the Tokina?
The Nikon has reflection limiting internal coatings. Tokina?
The Nikon has 1 fewer elements, might be lighter.

If you have the D7000, the Nikon lens will NOT function properly due to the AF-P system. This lens only works on newer Nikon bodies.

That said, I have the Tokina 11-20 which is similar to the 11-16 except the focal length range. It's a good lens and is sharp. It's also an f/2.8 which means better for astrophotography (1.3 to 2 stops difference). The downside: it's heavy, no VR (really don't need VR for an ultra-wide), and some people don't like the way Tokina lenses switch between manual & auto focus. I personally like the method. Auto focus may be a bit touchy on the D7000. I find that accurate focus is obtained by having the lens focus from near to far. If it focuses from far to near, it won't be properly focused.

Before dropping a bunch of money on an ultra-wide lens, ask yourself if you really need this. Ultra-wides are specialty lenses and not very useful for casual shooting. If you shoot interiors of buildings, architecture, or astro; they are indispensable. Also read up on how to shoot with an ultra-wide (main point being shoot absolutely horizontal for buildings). If you use it to take pictures of large groups of people, you better have Photoshop so you can use the Adaptive Wide Angle correction (make people on the edges of the photos have normal perspective).

Edit: the Tokina 11-16 lens is 1.3x the cost of the Nikon, the 11-20 is 1.6x.
