Is a Miranda 700cb multi-dedicated flash safe with a nikon d3100?

I've asked this before but this is in more detail. I've done some research into a Miranda 700cb flash and its got a 7.9 voltage flash trigger and the Nikon can apparently use up to a 12v safely i just want to make sure this would be safe to use?

Yes a 7.9V trigger voltage is safe. Just be sure it actually IS that (check with a multimeter).
