That lens does not have an internal focus motor. So while your D3100 will mount that lens, and you can take photos with it - you will have to manually focus it.

It is compatible but will not auto focus on your D3100. The camera doesn't have a focusing motor and neither does the lens. If you want auto focus then you'll have to spend the extra money for the AF-S version. Also, you'll definitely want the VR version.
The AF-S VR 70-300mm will cost you $586.95 at B&H and includes a 67mm diameter Tiffen UV filter and 67mm Tiffen Circular Polarizer.
