Without knowing anything about you or what kind of photographs you like to make, it's not possible to say if you should buy the D70 or not. However, since you're considering the camera, it is probably safe to say that you are a beginner in photography. In that case, the camera is likely to be fine as a first camera.

If you already have a D70s and are considering to upgrade, then I would say that you will likely see a large improvement in image quality if you upgraded to a new D5xxx or D7xxx series of Nikon DSLR. Most notably in the high ISO performance.

Consider going full frame, such as the Nikon D610.
