I'm very unsure on how to use the flash properly. Mine says its automatic flash but can i turn it to permanent flash?

The best setting for it is Fill Flash, then it will only use the amount it thinks it needs. In certain modes the camera works it all out anyway.

It can probably be turned off, set to fire for every shot, or set to fire only when you want it to - your manual explains that.
Electronic flash is designed to provide a brief, intense burst when the shutter is fired, that's all it CAN do.

Not sure why you would want it on permanent flash.usually you only use flash when it's needed such as in a darkish room or for fill-in.

Yes, you can force the camera to flash every time you take a picture. Read the manual on how to do it. It will involve pressing the flash mode button (lightning) at the back of the camera until a lightning (with nothing on it) appears in the LCD.
