My Nikon Speedlight sb-700 keeps flashing Low Battery?

It would flash "Low Battery" even when I installed fresh ones. I haven't had a chance to use it much but I've bought it over a year ago so the warranty has expired. If it doesn't flash "Low Battery" then I would be able to use it 3-4 times and start flashing "Low Battery" again.

Where can I send it to have it repair? I've used it less than 100 flashes.

Added (1). I'm using the AA battery from Costco. The brand is Kirkland. Would this cause it malfunction?

What kind of AA batteries are you using?

I use low self-discharge NiMH batteries in mine and can usually get 800 shots on one set of batteries

I set the power output to 1/4 and use the flash for flash fill.

The problem is your batteries. Use rechargeable NiMH with capacity of 2000mAh or higher

If you are using non-rechargeable batteries, always use name brand, such as Duracell or Energizer batteries. Alkaline are OK, Lithium-iron-disulfide (non-rechargeable Energizer Lithium) are better.

If you want to go with Ni-MH rechargeable, this is one time to avoid Sanyo Eneloops, as they are lower capacity (1900mAH). Go with Maha/PowerEx 2700s (but I seem to get closer to 2500 mAH out of them). The high current demands of a flash likes higher capacity batteries.

While you can use Eneloops, you will not get as good performance as with the higher capacity batteries.

In fact, NiCads - if you can still find them would work even better in a flash. The reason is that NiCads are capable of supplying a higher instantaneous current thatn Ni-MH, which means the flash will recycle quicker. This is the only characteristic where Ni-CADs still outperform Ni-MH.

I generally use either Maha/PowerEx 2700s or Energizer Lithium on my SB-700.

But never use any battery labelled "Heavy Duty". Those are zinc batteries, and not even Alkaline. They are fairly leak prone, and are intended for low-power consumption flashlights.

I would try a good set of batteries from a good manufacturer before returning the flash to Nikon. Try Energizer Lithiums and see how they work.

The minimum requirement is alkaline. The best are Energizer Lithiums. If you want to use rechargeables, get at least 2100 mAh Ni-MH.
