Nikon 70-300mm zoom stuck

I bought an AF-S VR Zoom Nikkor 70-300mm lens and the zoom is only turning from 70 to about 150mm. Its not moving any further. What should i do to fix this?
I have no warranty on this lens as i bought it second hand.

The lens is defective which is why you got it cheap.

All you can do is return it to the seller.
It is obviously damaged.
The cost of repair plus what you paid for it may exceed the cost of the same used lens you can buy on KEH.com which are guaranteed to be in working condition
