If you are avoiding refurbished, and you shouldn't be, Abe's of Maine has a new one. They also have a grey market one that I would avoid because of warranty issues, but this one is a USA one.

For some reason, the Nikon D3200 is selling for about $200 less than the older D3100 with one lens.

Nikon has a Minimum Advertised Price policy or MAP that prevents authorized Nikon dealers from selling their gear below a certain amount. This basically means that all authorized dealers for Nikon sell their gear at exactly the same price. If a seller violates this policy, Nikon could revoke their authorized-dealer status and no longer sell to them. However, there are plenty of stores that sell Nikon on eBay that don't have such a contract with Nikon. The up side is that you save good chunk of cash, the down side is that you don't have a warranty since you didn't buy it from an Nikon authorized dealer. Most cameras don't fail during the warranty period anyway, so a lot people will take the chance.
If you're looking for a authorized dealer, then I'd check out bhphotovideo.com or adorama.com. I would avoid amazon.com as they charge sales tax while B&H and Adorama don't.
You should also try finding a local store and see if they'll make you a packaged deal. This is something that you'd never get from an online dealer. Go to Nikonusa.com and check out their dealer finder.
