Yes - the point of adding external filters (guessing that is what you meant) is to change the image quality - color it or enhance effects. With high quality filters the detail (if that is what you mean by quality) will be changed very little.
As the people who shot parts of South Pacific (the movie) with colored filters discovered too late, you can't remove color added this way. Today, most filter effects are added in digital editing where the original image is saved as backup.
