I'm using sb700 n nikon d7000, i always use the speedlight in command mode, which means i didn't attach the speedlight on my camera, my problem is, when i use this command mode, i have to switch on the built in flash on my camera first, what should i do so that i can use the speedlight witout attaching it to my d7000 body n without popping out the built in flash in my d7000?

If you want to use the Nikon creative lighting/advanced wireless (CLS/AWL) system then you HAVE to have the pop-up flash on - it's how the flash triggers the speedlight (it's an optical trigger).

Btw you have your terms around the wrong way - if you are using the speedlight off camera, then its a remote or slave flash, not a commander - the commander (or master) flash is the one on the camera (the pop-up).

If you don't want the pop-up flash involved at all, then you either have to buy the Nikon SU-800 master flash trigger (which sits on the hotshoe, but isn't a flash) - this is expensive, but will give you TTL & master flash control of the remote, OR

you buy radio triggers & use your Nikon speedlight in manual mode - this will be much cheaper (radio triggers start at about £20 a set) but you will have to alter the flash out put manually on the flash unit itself.

You can wire the flash to the camera cheaply (if your camera allows it) or you can use a wireless trigger and receiver instead. Ask your favorite digital camera store about them.

You can go into you camera flash control menu and set the pop-up to "---" so it doesn't flash. It actually does flash a really tiny bit, but if younger not shooting glass, it's not a problem.

You could also buy a Nikon sync cord and use that instead of using the pop-up to trigger the SB-700.
