Apparently such things are available, but I've no idea where you buy them from or how much they are. For example:

There are NO night vision cameras made by any camera maker.

What you will have to do is buy a night scope and the necessary adapters to attach it to your fine camera

Whose decision was it to pick that project. While you have a great still camera with a video feature, you just do NOT have the right equipment to do what you propose

Really the least expensive way would be to buy one of the Sony video cameras that have an IR capacity and use it instead of a dSLR. With such a video camera you can boost the range using a special IR lamp attachment

NOTE on shooting video using a dSLR

Night vision goggles operate by invisible IR light, they can send out IR light and detect that reflected back. For documentary film makers they often use IR cameras to produce the video they want to get at night. You could convert your D3100 to IR but it won't function as a conventional camera.

No

The SENSOR would need to be able to offer IR. And in a way it is possible to remove the filter before the sensor but from that day on your D3100 will had to deal with Infra Red. In short the only way to make your D3100 into a night camera is sadly… A one way path.

For your project RENT a video camera capable of IR/Night

The lenses let through all the light [the light that isn't blocked by coatings that is] it is the sensor in the body that has extra filtering. You can remove those filters yes. But the question do you really want to make such a big change permanently?
