AI-S Lenses on the Nikon D3100?

Is it possible to mount and use AI-S mount lenses on the Nikon D3100? I understand that it will not be able to auto-focus or meter. I want to buy the Rokinon MC 28-80mm f/3.5 to 4.5 and the Sirius Auto Zoom 70-210 f/4-5.6. I have read that all AI-S lenses can be mounted on the D3100 however on the 28-80mm's webpage it states that this lens can't work on the D3100. Can I use these 2 lenses on the D3100?

Here you can see what kind of lenses work in what way on your camera:

I don't quite understand why you would want to buy these lenses though.
A Nikkor 28-80 f/3.3-5.6 is available on ebay for $40 or so, and it won't autofocus but it will meter. (Watch out, the f/3.3-5.6 version is better than the f/3.5-5.6 one)

Neither of the lenses that you mentioned will give you good results; the sensor of the D3100 is far more demanding than the cameras that these lenses were designed for. Having to set the exposure by trial and error further reduces the fun of those lenses.

This may not be a good idea.

AI-S lenses are manual focus lenses so you would have to use the electronic rangefinder in the viewfinder, however you will not be able to meter with your camera

It will mount, you can use it in manual mode, manual focus but you will be alone with exposure values. The lightmeter won't work.

They will fit perfectly fine, however the lack of metering will prove to be really annoying. Essentially you have to guestimate exposures each time conditions change, and if you get it wrong, that shot is wasted. This type of lens would be suitable for landscape, still life and macro photography as you can take the time to adjust for exposures. However any lens which is used for capturing a moment, you'll need at least AI-P, or AF preferably AF-S.
