Play with the shutter speed gradually decreasing it over time, and trace the subject you want to shoot while its in motion, stop tracing right when you take the picture.use low ISO settings.

The photographer used a high enough shutter speed avoid camera motion blur, but low enough to blur the spinning wheels. From the bokeh, it looks like he/she shot with their lens at the widest aperture, and skillfully panned the camera on a tripod or monopod, keeping the race car in the center.
Without info from the image, I could only guess at the exact settings, but you'd get similar results at 1/1000 sec shutterspeed and f/2.8 on the lens. This, of course, depends on the maximum aperture of your lens.
