Get the Canon. I've used them for years and have never had any trouble with them. They take good photos and are intuitive to use.

There are none. Argos are doing the Nikon D3000 at slightly more, but that's it.

First you won't find any current dslr cameras at 6mp… They went away years ago. Even 10mp has gone away unless you want to buy used. I own a 10mp dslr, a Canon 1000D and it's an excellent camera but it was discontinued several years ago.

Now the least you'll find is the 1100D at 12mp. After that it's now 18mp as Canon has discontinued it's short list of 15mp cameras.

Image stabilizer? With Canon that's in the lens. So you need to buy an IS (image stabalizer) lens in the Canon line. I shoot my video with the 18-55IS lens and it's excellent.

On that budget, your best bet is to look for a used camera.

£250 actually gives you a lot of options. Look at the Canon 400d, 450d and 500d. All of these (and probably their Nikon equivalent) can easily be found in your budget and will give you outstanding results when used properly.

Maybe you should choose another type according to the founds you have now. But if you want to get a camera that you want, be patient so that your money is enough to buy it.

If budget is not enough, your only choice is to get secondhand. In that case, camera condition is more important than actual model. Test thoroughly before you pay.
