I'm thinking of buying a Nikon 5400 digital camera but I find it is only supported up to X.P and as I'm running windows 7 I was wondering if I could use the camera as I do a lot of photoshop, I don't really understand what it means

I've found that a lot of my digital cameras would not work when I had win 7 so I used a card reader that worked with win 7 and had no problems. I now have win 8.1 no camera software problems now.

Cameras are not produced specifically for particular computer operating systems. The software might be, but that would only be the software, not the camera itself.

Jpegs can be used on any computer.

Even RAW images are not processed by operating systems, but by software

You can use a card reader, so you don't even need to connect the camera to the computer.

You do not need to use the software provided by the camera manufacturer. There are alternatives, many are even free.
